I have found what appears to be a workaround to the computed value for wind_chill displaying N/A on the actual WordPress page, while in the shortcode editor it will display the correct localized/converted value (in my case degrees Fahrenheit).
Background: Selecting format='raw' for wind_chill [Computed Values] will display the temperature in Celsius correctly in both the shortcode editor and on the WordPress page. But, changing the format to format='computed' (pulldown says: converted-value) results in N/A on the WordPress page, even though in the shortcode editor a correct Fahrenheit temperature is shown.
When creating a shortcode for "textual value" or "data as icon" there are only two possible selections for wind_chill in the shortcode editor pull-down: "Raw value" and "Converted value." However, if I edit the generated shortcode *after* pasting it into the WordPress page editor, and change the format='computed' to format='plain-text' the correct converted temperature in degrees Fahrenheit is shown. Not sure why I tried this...
It is great to be able to show localized Wind Chill instead of only Celsius values for those of us on antique measure systems. This would likely not be an issue for users on more modern measurement systems :).

The N/A string is to indicate Wind Chill have no meaning. It's generally the case when the actual temp is out the "confidence range" for wind chill computation. You can find more details in this article.

Thank you for your considerate reply ???? Your article on wind-chill is excellent. I have on my weather station page some text about the values being only valid when the Fahrenheit temperature is below 50.
After reading your reply I went into the page source and changed the format to "computed" again, because this morning we are having freezing-rain with temperatures near freezing (32 degrees Fahrenheit). Unfortunately, I am very sorry to report that even with the low temperatures today, the format="computed" still shows N/A. I believe this may be related to the difference between Fahrenheit and Celsius, but please correct me about this if you have time in the future.

Pierre, I have been keeping watch on my Weather Station page with format="computed" in preview mode. I believe the N/A only displays when the Wind Speed is zero (0 MPH). Perhaps this is the intended result, since Wind Chill would be "not applicable" if there is no wind.
I am sorry to take up your time if this is the intended behavior, but at least someone else may read this and better understand that your plug-in is behaving in line with the design specifications. I did not delete my previous post in case it helps someone to understand why N/A is displayed at zero wind speed.
